9 روز بيشتر به آغاز گردهمآيي ايفلاي 2010 نمانده است. سخت مشغول برنامهريزي هستم. اغراق نكردهام اگر بگويم بهصورت شبانهروزي جسم و بيشتر ذهنم درگير ايفلا شده است، دور نيست كه ايفلا به خوابهاي -اگر نگويم كابوس- شبانهام بدل شود. گستردگي حوزههاي كاري فدراسيون بينالمللي ايفلا، تنوع برنامهها و فعاليتهاي گردهمايي هفتاد و ششم و شروع ديرهنگام برنامهريزي در پژوهشگاه براي ايفلاي امسال كار را در نظرم دشوار و پيچيده كرده است. يك برنامهريزي اوليه انجام دادهام كه تا پايان هفته پس از برگزاري جلسههاي همفكري با همكار و همسفر آقاي مهندس جلاليمنش، مديران محترم روابط عمومي و ارتباطات علمي و رئيس پژوهشگاه، آقاي دكتر سيد اميد فاطمي نهايياش خواهم كرد. عنوان بيشتر برنامهها، نمايشگاه و فهرست شركتكنندگان در آن، برنامههاي در حاشيه نمايشگاه و ... همگي وسوسهانگيز هستند. اعتراف ميكنم كه به حجم عظيم برنامهها و فعاليتها مثل غنائم جنگياي نگاه ميكنم كه بايد هرچه بيشتر فتحشان كنم. اميدوارم بتوانم در راستاي منافع پژوهشگاه بهصورت كمي و كيفي از برنامههاي بيشتري بهره ببرم.

IRANDOC Poster in IFLA 2010
Fortunately, IRANDOC will attend in the 76th IFLA General Conference and Assembly with a poster presented by two of the research institute members, Nadia Haji-Azizi, manager of Scientific Communications Office and Sirous Alidousti, Assistant Professor. Here is the poster abstract:

"Live" knowledge instead of obsolete documents by "E-prints"
Publication in refereed journals is essential for scholarly exchanges and also the faculty tenure and promotion process. Thanks to the advent of Internet and networked technologies, "E-prints" in the forms of pre-prints (pre-refereed papers) and post-prints (post refereed papers), are included in many journal websites. The status quo in Iran is that the average waiting time for publishing in journals is more than nine months, and therefore, by the time it is read, it is almost certainly obsolete in terms of frontier research. Nevertheless, none of the periodicals in Iran has had electronic version in full text of the accepted papers or those ready for publication by 2009.
Journal of Information Sciences and Technology (JIST), published by Iranian Research Institute for Information Science & Technology in both paper and electronic formats, provides recently free post-prints in "forthcoming papers" part in its Website. So, it is considered as the only journal which presents e-print archive, in this country.
The purpose of this poster is to illustrate how this initiative is implemented, and also its influence on changing a published paper role as "live" knowledge, capable of stimulating scientific debate at the time of publication, not as a document to be archived as a matter of record.

خانم حاجيعزيزي دربارهي موضوع جالب اين پوستر برايمان توضيح دادند، تا جايي كه من فهميدم مقاله دربارهي موضوع زودآيندها در مجلهها و ارتباط آن با سرعت بخشيدن روند ارتباطات علمي است. مقاله محصول تجربهي مستقيم همكاران دفتر ارتباطات علمي از تلاششان در فصلنامهي علمي و پژوهشي علوم و فناوري است. وقتي چكيدهي آن را در اختيارم قرار دادند، در صورت موافقت ايشان حتما روي وبلاگ ميگذارم.

Long Live IRANDOC; second rank in the national web festival!
As a member of IRANDOC and especially as the institute's webmaster, I can't hide my happiness of acquiring second rank in the national web festival by IRANDDOC website.
Previous week (20 July 2010) in the festival when the audience was applauding IRANDOC, all of my present colleagues and I were full of pride and happiness about this Achievement.
IRANDOC website was selected in the Information Services section as second selected website in the second festival of evaluation of governmental websites. This festival was held by Iran Supreme Council of Information.

تنوع برنامهها و فعاليتهاي ايفلاي 2010-دشواري برنامهريزي
ديروز با آقاي جلاليمنش و خانم حاجيعزيزي براي مشخص كردن بخشهايي از ايفلا كه حضور و مشاركت در آنها ميتواند بهصورت بالقوه براي پژوهشگاه مفيد باشد، صحبت كرديم. خانم حاجيعزيزي با توجه به تجربهي سال گذشتهي خود از كم و كيف نشستهاي بخشهاي مختلف ايفلا،ارائهي مقالهها، گفتوگوهاي حاشيهاي ايفلا، نمايشگاه و ... برايمان گفتند، انتقال تجربههايي كه براي من خيلي مفيد بود و كمكم كرد تا حدي تصوير گنگ و محوي كه از گردهمآيي سالانهي ايفلا از زير و رو كردن پايگاهوب آن به دست آورده بودم، تا حدي روشن شود. از نظر خانم حاجيعزيزي مفيدترين بخش اين گردهمآيي حرفهاي، البته در راستاي هدفها و برنامههاي پژوهشگاه، ميتواند نمايشگاه باشد زيرا به شناسايي شركتهاي فعال در حوزههاي مرتبط با كار پژوهشگاه و برقراري ارتباط با اين شركتها و آشنايي با آخرين دستاوردهاي فني در حوزههاي يادشده كمك ميكند.
توضيح اينكه ايفلا يك همكاري دو جانبه با بسياري از شركتهاي فعال در حوزههايي چون اطلاع رساني، خدمات كتابخانهاي، فناوريهاي نوين اطلاعاتي و ... دارد. آنطور كه در پايگاهوب ايفلا آمده، اين فدراسيون بينالمللي اجازهي معرفي خدمات و محصولات اين شركتها را به اعضايش و به حاضران در گردهمآييهايش ميدهد و در مقابل از حمايتهاي اين شركتها بهره ميبرد. فهرست موقتي شركتهاي حاضر در نمايشگاه امسال ايفلا در پايگاه اين فدراسيون آمده است.
در ادامهي نشست، اندكي به برنامهي زمانبندياي پرداختيم كه پيشتر من و آقاي جلاليمنش هريك جداگانه بر آن كار كرده بوديم. برنامههاي گردهمآيي تقريبا يكهفتهاي ايفلا بسيار فشرده و متنوع است، نشستهايي كه در آنها مقالههاي علمي و حرفهاي ارائه ميشود، نشست كميتههاي ايفلا، گروههاي مباحثه وكارگروهها، بخش ارائهي پوستر، برنامهي بازديد از كتابخانههاي شهر گوتنبرگ، نمايشگاه،برنامههاي فرهنگي در حاشيهي همايش و .... تنوع و فشردگي برنامهها و همپوشاني زماني برخي برنامهها و فعاليتها، تصميمگيري براي مشخص كردن بخشهاي مرتبط با پژوهشگاه و برنامهريزي دقيق از پيش از كنفرانس را دشوار ميكند. در تعطيلات هفتهي جاري تمام مدت در حال بررسي پايگاهوب ايفلا و برنامهها و فعاليتهاي آن بودهام، پيشنهادهاي خودم و آقاي جلاليمنش را دوباره بررسي كردهام تا بتوانم بين آنچه در ذهنم هست و هدفها و برنامههاي پژوهشگاه و آنچه در عمل در گردهمآيي ايفلا رخ ميدهد، هماهنگي برقرار كنم.

IRADOC presence in IFLA 2010/about Iranian Research Institute for Information Science and Technology-IRANDOC
Iranian Research Institute for Information Science and Technology (IRANDOC) is an institute affiliated with the Ministry of Science, Research, and Technology (MSRT) which was established to work in the field of science and technology of Information and Librarianship. From the point of view of activity, this institute enjoys total independence and according to the articles of association, the goals of this institute consists of Information Research Activities, collecting and dissemination of scientific Information and documentation for the purpose of meeting the information needs in this area and attempting for the development of a scientific information network. To achieve this goal, this institute has so far developed various scientific databases and meets different information needs of its users.
The organizational chart of the Iranian Research Institute for Information Science and Technology consists of the following units: three faculties, Information Deputyship, Research Deputyship, Administrative and Finance Deputyship, Resource Sharing, Research and Development, Computer Systems, and Public Relations.
IRANDOC has won various honors since its establishment up to now and has been able to accomplish different scientific papers and research initiatives.
This institute has gained the experience and knowledge for management of science and technology systems in a macro level during its 40 years activity in the path of collecting, organizing, and dissemination of science and technology information. At present, the Scientific Information database of the institute with more than 615000 information records, 126847 of which belongs to the graduates' theses, has on the average more than 22000 visitors daily, and according to the report of the High Council of Information, this database ranks first in terms of content and quantity amongst the governmental sites of the country.
Ghadir and Amin Initiatives also were initiated in the institute with the purpose of resource sharing and interlibrary cooperation and implementation of interlibrary loan services countrywide and perform a wide range of activities. Measures such as the development of "list of Latin periodicals Journal" databases and other such databases continues as before.
At present there are three Research faculties in this institute: Knowledge Management, Information Technology Management and Scientometrics and Information Analysis. Up to now, lots of research Initiatives has been done countrywide in the area of information science and technology and management of science and technology information.
In the course of the future, it is supposed that this institute undertake the management of the National and Ministerial System for Science and Technology Information. The institute has succeeded in gaining different national and international awards during its nonstop 40 years of activity. It is hoped that by the help of God the Almighty and the attempt and sympathy of the colleagues and the authorities, the institute achieve ongoing qualitative and quantitative improvements of its activities in national level for the purpose of actualization of national and organizational missions.
ايفلاي 2010
هفتاد و ششمين همايش ايفلا با موضوع «دسترسي باز به دانش-ارتقاي توسعه پايدار[1]» از تاریخ ۱۵-۱۰ اگوست ۲۰۱۰ در دومین شهر بزرگ سوئد یعنی گوتنبرگ[2] برگزار میشود.
ايفلاي 2010 بر اساس موضوع اصلي بر موارد زير متمركز است:
دسترسي رايگان به دانش[1]، با اهميتي همپايه با آزادي بيان؛
قابليت دسترسي براي همگان[2]، شامل افرادي كه داراي مشكلات بينايي و ديگر ناتواناييها در خواندن هستند؛
آزاد و جامع[3]، مهم نيست چه كسي هستيد و از كجا ميآييد؛
عرصهي عمومي[4]، مكاني بر روي شبكه يا بر فضاي فيزيكي كه مردم در آن مشاركت ميكنند و بهصورت اجتماعي محتواهاي توليدشده را به اشتراك ميگذارند؛
{با آغوش} باز به سوي ايدهها[5]، امكان ارائه نوآوريها از سوي كاربران، جاليي كه كاربر ميتواند توليدكننده باشد،؛
انتشارات دسترسي آزاد[6] براي ايجاد دانش بيشتر و تعادل بيشتر ميان حق كپيرايت و آزادي اطلاعات
چرا اين {موضوع دسترسي آزاد به دانش} حياتي است؟[7] دسترسي به دانش جهان تخيل و خلاقيت را ميگشايد و در نتيجه پيشرفت يگ غرد به پيشرفت جامعه بدل ميشود.
اين همايش كه محل برگزاري آن مركز كنگره و نمايشگاه سوئد[8] است، به همت انجمن كتابخانههاي سوئد و كميتهي ملي 2010 [9] برگزار ميشود. در حاشيهي همايش 2010 ايفلا، مانند همايشهاي پيشين، يك نمايشگاه تجاري با بخشها و غرفههاي مختلف از 11 تا 14 آگوست برگزار خواهد شد. همچنين براي اين همايش يك نمايشگاه براي به نمايش گذاشتن بخش خدمات كتابخانهاي سوئد در نظر گرفته شده است. بازديد از برخي از كتابخانههاي عمومي، دانشگاهي و ديگر مراكز اطلاعرساني شهر گوتنبرگ از ديگر برنامههاي جانبي اين همايش است.
